Andrew Morse, Ph.D., Consultant and Project Director, brings extensive experience in state and federal higher education policy, system-level governance, and campus experience in student affairs. Prior to joining K&A, Morse directed an extensive portfolio of state and federal policy developments on behalf of NASPA – Student Affairs Administrators in Higher Education’s Research and Policy Institute, including such issues as the prevention and handling of campus sexual assault, Fair Labor Standards Act overtime pay regulation, and the Affordable Care Act employer mandate. Before NASPA, Dr. Morse served as Assistant Director for Academic and Student Affairs with the Board of Governors, State University System of Florida, where he managed initiatives related to the assessment of student learning outcomes, regional and specialized accreditation, and academic program review. Dr. Morse taught graduate-level courses in Assessment in Student Affairs at The George Washington University and has contributed to the literature on a range of critical issues facing higher education, including accountability and governance, campus safety and violence prevention, and diversity and inclusive practice. Dr. Morse holds Master of Science in College Student Personnel and Doctor of Philosophy in Higher Education Administration degrees from the University of Tennessee, Knoxville.
