Student Health, Counseling, and Wellness Services at California State University, Sacramento (Sacramento State) is dedicated to providing care and services that support the wellbeing and success of a diverse student body. The mission of Student Health, Counseling, and Wellness Services (SHCWS) is to provide exceptional, cost-effective, and equity-based care that fosters the health and wellness of students to promote academic and personal success. The Student Health Center is fully accredited by the Accreditation Association for Ambulatory Health Care (AAAHC) and is an institutional member of the American College Health Association.
Reporting to the Vice President for Student Affairs, the AVP is responsible for providing overall strategic leadership, management, fiscal oversight, and programmatic direction of a comprehensive, fully integrated model of services for a campus of over 31,000 students. Services include medical, mental health, pharmacy, athletic training, health education and outreach, and Crisis Assistance & Resource Education Support (CARES). The AVP oversees and manages this multifaceted healthcare program and is responsible for the administrative and ancillary functions associated with it. This includes athletic training for all Division 1 sports, ensuring compliance with NCAA regulations and best practices in student-athlete healthcare.
The AVP leads a multidisciplinary team through six direct reports (Medical Director, Director of the Health Center, Director of the Counseling Center, Associate Director of Health and Wellness Promotion, Pharmacist in Charge, and Director of Athletic Training). This position is responsible for providing the campus with leadership on known and emerging issues relevant to the health and wellbeing of students and student-athletes. The AVP establishes and maintains student health and healthcare policy for the University and is responsible for setting health-related priorities and allocating resources for student health and counseling programs and services in accordance with the mission and goals of the University.

- Formulate long-term strategic plans for SHCWS in concert with the mission, goals, and objectives of the University and the Division of Student Affairs.
- Provide leadership, management, and direction that ensure the integration and unified operation of comprehensive student health services and psychological counseling services programs that encompass a full medical clinic, laboratory services, radiology, medical records, pharmacy, dental, health education, psychiatry services, athletic training, case management, basic needs, and counseling services.
- Identify and respond to campus needs and industry developments while maintaining flexibility; prepare for and proactively respond to shifting opportunities and/or threats.
- Focus on efforts to enhance equity-based and trauma-informed care for all students in support of the University’s values and commitment to antiracism and student well-being.
- Collaborate with the VPSA to evaluate the delivery of services to students and student-athletes and to determine and develop the goals and objectives of SHCWS. Conduct periodic and/or on-going assessment of services and provide reports to the VPSA on the efficacy of services, including any changes necessary to meet established goals and objectives.
- Provide direction to subordinate managers and facilitate organizational change as needed to achieve the quality, access, and cost-of-services objectives of SHCWS.
- Create and maintain effective working relationships with other entities on campus including University Administration, Intercollegiate Athletics, Academic Programs, University Union, University Enterprises, Inc. (UEI), University Housing Services, University Police, the Office of Risk Management, and Associated Students, Inc. (ASI).
- Utilize both structure and process to make decisions, promote integration/collaboration, and achieve results.
- Formulate, draft, and implement policies and procedures.
- Work with on- and off-campus organizations and individuals to identify opportunities for synergies and collaborations.
Compliance and Accreditation
- Maintain compliance with California State University Trustee policy, Collective Bargaining Agreements, Privacy Practices, federal, state, and local laws, and accreditation, regulatory and licensing requirements.
- Ensure compliance with NCAA regulations for athletic training and student-athlete health and safety practices.
- Serve as the University Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer, Influenza Manager, and a member of Sacramento State’s Emergency Operations team.
- Ensure all business, clinical and programmatic processes, policies, procedures, record keeping, and environmental controls meet or exceed the requirements of accrediting organizations.
- Manage a ~$12M operating budget. Oversee expenditure of the budget and management of related accounts in accordance with university policy and guidelines. Ensure all fiscal activities comply and meet audit requirements.
- Oversee all negotiations and agreements with vendors, contractors, and other service providers in collaboration with colleagues in the Administrative and Business Affairs departments.
- Ensure the long-term financial viability of the organization by identifying cost-effective use of resources throughout various departments within SHCWS; verify financial activities are conducted as planned through review and analysis of financial records and transactions.
- Use statistical data and reports to evaluate actual expenditures, and use this data to adjust spending as needed to stay within budget.
- Supervise department heads and oversee all personnel activities. Provide indirect and direct oversight of SHCWS’s employees, faculty counselors, student assistants, and contracted personnel. Ensure compliance with all the various bargaining unit requirements and facilitate the effective resolution of issues.
- Develop a strong sense of teamwork and encourage collaboration with all the various bargaining unit requirements and facilitate the effective resolution of issues.
- Develop and encourage active partnerships and collaboration across SHCWS, Student Affairs, and other academic and administrative units within the University.
- Develop appropriate staffing models that include professional medical staff, management, and administrative staff. Work effectively with the medical staff to provide support personnel, equipment, and facilities required to carry out their responsibilities.
- Oversee recruiting and retention efforts to fulfill staffing models being cognizant of the need to promote diversity in staffing that reflects the diversity of the student body. Identify and provide support for professional development where appropriate.
Program and Committee Participation
- Co-chair the campus Health Oversight Committee.
- Oversee the University Alcohol, Tobacco, and Other Drugs program and Sexual Assault and Violence Prevention Program.
- Facilitate the work of the Student Health Advisory Committee, participate in a variety of other campus committees, and serve as the health services liaison with campus and the local community.
- Participate in the coordination of campus responses to emergencies, pandemics, other health or wellness-related crises, and disasters.
- Serve on the Student Affairs Leadership Council (SALC), the University Administrative Council, and additional leadership committees as needed.
Required Education and Experience
- A master’s degree in health care administration, public health, counseling, psychology, social work, educational administration, health administration, nursing, sports medicine, or a related field plus ten or more years of experience at the director level; or a doctorate in the fields listed or a medical degree.
- Seven (7) years of professional leadership and progressive management experience (at the director level or above) in health and/or counseling services, public health, health care administration, or other wellness-related fields.
- Experience delivering high-quality, efficient, patient-centered, culturally competent services.
- Understanding of work associated with Diversity, Equity & Inclusion (DEI) in a highly diverse environment.
- Experience planning, organizing, leading, and evaluating performance and outcome measures of health and counseling-related programs and services, health education and wellness, basic needs, and related personnel.
- Experience managing complex budgets, capital planning, and managing contracts with partner organizations.
- Experience with nationally recognized accreditation standards in fields related to health care and/or counseling.
Desired Skills and Abilities
- Ability to understand, articulate, integrate, and implement the public health, counseling, and crisis assistance models and current standards of professional practice and licensure.
- Ability to contribute to and influence the interface between assigned programs and the campus community, local/regional health care and counseling organizations, local non-profits working in the wellness and basic needs area, University/System policies, and broader regulatory, licensing, and accreditation requirements.
- Ability to oversee, and provide sound judgment and guidance, to staff involved in crisis intervention for a broad range of presenting problems and constituencies.
- Effective oral and written communication skills, including the ability to facilitate open discussions and write clear and concise reports; strong leadership and interpersonal skills, and the ability to collaborate and respond to multiple constituencies and make meaningful connections within and outside the department/ university.
